Seven regions, seven different approval paths
JMP Group works from Capalaba across Brisbane, the Redlands and Bayside, Logan, Ipswich, the Gold Coast, the Sunshine Coast and Toowoomba. Each region has its own water service provider, its own council process and its own ground, and all three change how a job is priced, programmed and inspected. Each page below covers one region in detail.
Who approves what
The whole map on one line each
The water service provider and the local government are separate roles, and in four of these regions the same organisation performs both. This is the short answer to "who do I lodge with".
| Region | Water & sewer | Plumbing & stormwater | Ground that drives the price |
|---|---|---|---|
| Brisbane | Urban Utilities | Brisbane City Council | Tuff, reactive clay, river silt |
| Redlands & Bayside | Redland City Council | Redland City Council | Sandstone ridges, bay sand |
| Logan | Logan Water | Logan City Council | Deep reactive clay, rock ridges |
| Ipswich | Urban Utilities | Ipswich City Council | Alluvium, shale, flood levels |
| Gold Coast | City of Gold Coast | City of Gold Coast | Coastal sand, tidal water table |
| Sunshine Coast | Unitywater | Sunshine Coast or Noosa Council | Sand, acid sulfate soils |
| Toowoomba | Toowoomba Regional Council | Toowoomba Regional Council | Basalt at shallow depth, black earth |
Service boundaries and application systems change. We confirm the current process with the authority before lodging anything.

Pick the region your site sits in
Redlands & Bayside
The yard is in Capalaba. Sandstone on the ridges, sand and shallow water tables at the bay, koala habitat conditions on vegetation, and the shortest mobilisation we offer.
Metro · Two authoritiesBrisbane
Urban Utilities for connections, council for plumbing and stormwater. Infill servicing on tight blocks, legacy earthenware replacement, overland flow path constraints.
Growth corridor · Logan WaterLogan
Estate reticulation and industrial servicing on deep reactive clay, built to operational works conditions with asset handover records that release the next stage.
Western corridor · Flood levelsIpswich
Century-old earthenware drainage in the heritage suburbs, full lot servicing across Springfield and Ripley, and flood planning levels that set overflow and pit heights.
Coastal · One authorityGold Coast
Sand that will not stand unsupported, a water table above the invert, pressure sewer catchments and tidal outfalls, from Ormeau through to Currumbin.
North coast · UnitywaterSunshine Coast
Unitywater plus Sunshine Coast or Noosa Council, acid sulfate soil management on low-lying flats, and sediment control conditions in sensitive river catchments.
Darling Downs · One authorityToowoomba
Basalt close to the surface, black earth that moves with the season, escarpment gradients, and townships where the sewer network does not reach.
How the region changes the quote
Two identical trenches in two regions are not the same job. The authority decides how many hold points sit in the program and how long approvals take. The geology decides whether the machine digs or hammers, and whether the walls need support. The distance from Capalaba decides how much of the day is spent travelling rather than working.
That is why we do not publish a rate per metre. A quote states the assumptions behind the price — depth, rock, spoil, reinstatement, dewatering, traffic control and authority fees — so you can see which of them belongs to the region rather than the work.
For sites outside these seven regions, longer projects justify the travel and short ones usually do not. Send the location, the drawings and the program and we will tell you plainly whether we are the right contractor for it.
